It happens mostly in Argentina. And it's actually an old formula used to refer with revernece to nobility and other people of power. Since Argentina was one of the colonies that was well developed and was occupied by more minor nobles(hidalgos) that wanted to still segregate themselves from the plebs. They encouraged the population to refer to them with vos, because after all they were figures of authorities worthy of respect.
After they declared independence, the word and the formula stuck, to this day of course.

Sounds like a made up explanation; they use vos in parts of Central America too. It seems more likely that some countries dropped vos and some dropped tú pretty much randomly.

Well, that's the official explanation. After all, it doesn't explain Mexico when Mexico was also well developed. On the other hand what it's for sure it's that it was caused by proud minor nobles asking to be treated in that specific way and sticking in the language, and that in argentina vos is much stronger than in the rest of South and Central America.
On the other hand, take into account that South America is not homogeneous enough to make broad statements, over time countries started to diverge from the old Spanish and mix it with the new as they saw fit, so of course it's kinda random, after all 200 years have passed.

It could boil down to mere dialectal differences as well. Vos is related to vosotros (you pl.) and usted (formal you), so maybe an intermediate form of address to express respect would be “vos” in the same way French uses tu and vous to show a T-V difference (formality). There is also the caste element in which many people wouldn’t refer to others of a higher class with “tú” because it implied a similar level in the hierarchy as opposed to “usted”

It's proper brazilian portuguese, but it hasn't been used here since the early 20th century.

'Você' is the most accepted one, but from what I've seen there isn't a consistent rule to which one is used. Some states prefer one over the other, but it isn't unanimous.
Depending on the context both can be formal and informal.
For example myself, I only use 'tu' when I'm talking to very close acquaintances in very informal situations and I use 'você' when talking to everyone else. In my state if I addressed my boss as 'tu' that would be considered very rude. But for someone from the south states that would be normal.
