I'm pretty sure in Latvia and Lithuania, you can get much higher speeds while being cheaper than $30. Russia is no better than finland.

yeah 50 for the adsl2+ line and 20 for the phone connection.
got it connected after waiting 9 weeks. phone line is unusable (shit line quality) and that line quality is also causing this shit speed. i think at least. its that or they are fucking me in the asshole.

You can't get highers speeds cheaper than $30. Estonia is a part of the Baltic countries like Latvia and Lithuania, but technologically more advanced with eSchool, ePrescriptions, eCountry etc. The fastest you can get at the moment is 100mbit for 25€. The country is building up a fiber connection across the country though, so the speeds might get better.

I'm on an 'up-to 24mbps' plan (actually listed as 16mbps due to new ofcom regulations, although if you live close enough to the exchange, 24mbps is very possible).
Either the line from the exchange spaghettis all around town before reaching me, or the cable is very poor quality (perhaps even aluminum?), as I get speeds like I'm 3.5km from the exchange despite being 1.5km as the crow flies.
