I used a Pentium 4 machine from 2004 to 2010. I'll probably get at least that amount of time out of this thing.
There are brilliant programmers in economically depressed countries who are still using Pentium 4 (or worse) machines to this day. If you're willing to cut out the bloat in your setup (whitelisting Javascript, for example), nearly decade old computers really are good enough for actual work, not just "Mom's Facebook machine."

There is no bottleneck happening in that system, at all.
It's a mid range system and the parts all work together fine, I would add a SSD but he said he plans on doing this anyway.

Download Heaven benchmark and run it in windowed mode while monitoring your power consumption trough the tool.
I know I pushed my clocks up by 200/350 with a 125% power bump across all 4 cards.
