Come up with a reason for talking to them besides "Oh wow I like her face." Clothes, what she's talking about with her friends, a book she's reading, the food she's eating, fucking anything. It's even better if you can figure out what she's into based on her appearance (maybe she loves clothes, and consequently is wearing a great outfit) and mentioning that.
But really you just need a reason to talk. It'll still be awkward and you'll almost definitely fuck up after that point for a while, but it'll get better. I've started conversations for tons of random reasons

A cold approach becomes way easier once the girl doesn't immediately think you want to fuck her. If you want to, and go to a small school, you could have a quick chat, or just give a passing compliment. That might make the girl think you're about to start hitting on her, but then just walk away. If your school is small enough, you'll see her again (hopefully soon), and you'll now be that guy who had something genuinely insightful to say, and wasn't just out for some ass. If you're not completely awful, she'll remember you.
