I think it has more to do with the Sona thing someone else mentioned. Her last nerfs were to AP ratios, which wouldn't affect her as a support. She's still pretty great in general and I like her vs Taric. One of the best anti-aggression supports.

W scales better off your AD, meaning in poke situations you can use it. Leap is best left at one point since you're going to evolve it anyways so the cooldown doesn't matter.
Evolving W is a tricky question though. It's great in aforementioned poke-offs, and he can easily clear waves with it, but he can only hit a target with one spike at a time, so really, it's up to you.

nah I normally do real well with him, the problem is that most sion players dont understand 2 things about him
1. you need to ABUSE THE HELL out of his roaming
2. you need to build straight ap early game then tank for lategame or else you will be useless in teamfights
I get frozen heart on him every single game after deathcap and deathfire (sometimes before deathfire) because he benefits so hard from every single stat. Switch out your boots5 for mercs once you start teamfighting. Then get shit like abyssal and litch's bane to be a lategame power. With all that tank and max cdr you'll be able to shit out cc and damage while having very high defense.
