You've got your conclusion right there in the title; that's the exactly the opposite of how a research paper works. Get your head out of your ass and stop blaming the prof. A research paper is something on the lines of: > The effects of water pollution in lower China. > The social effects of marijuana legislation in Colorado. > The effects on Quebec's greenhouse gas emissions caused by banning incandescent lightbulbs. You start by stating what you are going to research. Then you present all your research. The goal is to be unbiased as possible, you are trying to present information, not conclusions. In the last paragraph you can state some conclusions, but you need to be very careful to show the conclusions came from the research instead of the other way around. You can write a research paper related to space agency funding, but you need to make it an actual research paper, not an essay.

If Fukushima is of interest to you, and if your Professor requires you use academic sources, then I recommend you check your whatever online article databases your college has access to. If you don't know how to do this then acquire with your college's library about any workshops they offer to teach you about them. Following that, find however many sources you need, and skim them. You don't need to read the whole thing because, in actuality, you just need the sources to provide context and validity to any points that YOU want to make. In other words, write your paper (the hard part, for you, will probably be figuring out what it is you want to write about) and then go through your sources and find a few lines that further any of your arguments in each one of them. Take those lines and quote them, paraphrase them, or whatever to give credibility here and there throughout your paper, and then POOF - research paper complete. Example Theses: Effects of Fukushima Nuclear Crisis on Japanese Economy Effects of Fukushima Nuclear Crisis on Japanese Tourism The list goes on. Hope I helped.
