I don't think Canada will ever agree to it because of their politics. It's widely thought by Canadians that we're a declining empire and going to implode and become Somalia any day now, and so any entanglements with them will hurt Canada in the long run (lol). Canadian policy debate revolves around minimizing any dependence on us. Actually, our most promising ally in the whole region is probably Brazil.

as a mexifag I am often asked the question. "should the us give back california and texas to mexico?", to which I reply. why, so it turns into another tijuana or juarez? IMHO if mexico's politicians ever get their hands on the type of resources this would bring it'd be the downfall of all three nations. mexico isn't poor, it's just that the wealth is concentrated within a small circle of mexikikes.
