The Russians may not have kept on with their efforts to go to the moon, but they put up space stations and did more actual science and space research between 1972 and 1990 than the US did, what with their 4 research space stations and 2 military space stations before Mir went up. Sure, their craft and their space stations may have been duct-taped together and were ramshackle at times, but at least they did it through monetary necessity, not sheer and complete negligence. Hell, they formed the first core of the ISS, and when NASA started to consider de-orbiting the ISS in 2020 in their mad fury to cut all costs, the Russians basically said that if that happened, they'd be taking their section of the ISS and going somewhere where it'd be appreciated. The Europeans and JAXA also told NASA that they'd probably take their modules and putting them on the Russian bits before the separation occurred. NASA dropped plans to deorbit the ISS after that. NASA has, however, always led the exploration of the solar system past the Earth-Moon system ever since Viking and Voyager. Turns out that having copious amounts of cash and development time is pretty crucial to anything outside of LEO.

The Yugoslavs made rapid developments based on the unknown 1929 diaries written by Herman Potocnik, which had hidden brilliant technological ideas and eventually aided Yugoslavia in already having operational space flight technology in the 1940's. The CIA could not find these documents, but the Yugoslavian secret service, on the order of President Tito, did. This spawned a secret Yugoslavian Space Program in 1948 , which was opened with a mission to get to the moon, after Tito's conflict with Stalin. Space travel infrastructures built, with remains of it still left over today. However, Tito eventually sold everything to the Americans for American financial support for Yugoslavia. Thus, in exchange for the Americans having a one-up on the USSR, Yugoslavia was able to become a prosperous nation - and Tito lived a lavish lifestyle, with expensive American whiskey, expensive rakija, pet cheetahs, Caddilacs, and cigars. So in affect, it was originally a three-way race - USA, USSR and Yugoslavia. It became a one way race once Yugoslavia sided with the U.S.

Stories made the rounds that there was a lot more useful information in Potocnik’s lost diaries. The CIA had searched for them, but the Yugoslavian security services were faster – and thus was the country able to forge their own space program of which “Objekat 505” was part and parcel. By 1961, Tito was thought to have the technology needed to fly to the moon. Because the U.S. under no circumstances wanted to lose the space race with the Soviet Union, the Kennedy administration handed over major cash in development funds to Tito in exchange for the Yugoslav space program. A year later, Kennedy announced that the U.S. would shortly be flying to the moon, and the Americans managed to get there before the Russians did. Meanwhile, Tito traded in his partisan's uniform for elegant tailoring, Yugoslavia’s economy exploded and the rest is history."

In reality tactics was 'run to Bosnian mountains nd guerilla fight them, as tanks and other vehicles can't operate well in mountains'.
