Nope, they are trying to get visa liberalization for schengen zone, so they are limiting free visa entries.
For Nigeria though, they are trying to get their vote, and there has been a scandal where Kosovo's officials claimed that Nigeria recognized their independence, and Nigerian officials running to Serbian embassy saying they did not.
