Its a complicated topic. My english is lacking. I try.
The officer has an target/mission and he makes the decisitions and plans his troops. he could sent the unit that s best fitted for that one task but he wouldnt because he know that they have hard resitence and could get many casulties. he wont sent this unit because he knows many of the soldiers there. he sents an other units thats not quite up tpo the task and they loose much more men then would be neccesary or completly fail.
I hope you get it. It basicly affects decition making. And you dont want that. the head has to be clear.
