The "corruption" in China and Hong Kong is high, but it's somewhat artificially high. Corruption and bending the rules is a lot of how the politics and business deals just plain work. There's a lot of bureaucracy and a lot of times companies and individual government agencies bend the rules to get things accomplished faster and better. Yes, it's corruption, but a lot of the corruption actually benefits the public.
