That'd have happened ideally at some point during the Cabanagem, the timing also makes possible an alliance with Argentina supporting separatist movements on the south.

Its placement has to combine both politics and practicality, think on how your State capital was chosen (assuming it was not one of the original colonies). La Habana would have been favored only by Cubans, being eccentric relative to the rest of the isles, Jamaica and Bahamas would probably favor a black country and french language over spanish as well, Dominicans and Puerto Ricans would have naturally preferred Santo Domingo. Having the Capital on the Haitian part of Hispaniola is the best compromise, plus it's easily accesible from Santo Domingo (just a 6 hour drive, faster than boat).
