apparently you're allowed to try and escape 3 times, and if you're captured on the 3rd time you get killed. There was a refugee in South Korea who told a story about a guy in his village who escaped to China twice by running across the border, but the town in China had NK agents posing as taxi drivers, and they brought him back to North Korea. He did like a year of labour the first 2 times, and nothing really happened, and then the 3rd time is when they executed (publically) the guy

If there's one good thing about these (deserved) sanctions, it's that it'll hopefully force Kim into Xi's pocket more economically
