Also the local administration has more immediate problems to care about such as expanding the metro and monorail lines, maintaining the hospistals etc. Maybe in the future the rivers that go through the city there could be turned into waterways for transport and tourism purposes, like some cities in Europe.

Capybaras have been sighted in multiple places, usually those with large bodies of water nearby such as the city's bus terminal.

The caatinga, that covers most of the brazilian northeast, is the only Brazilian biome where capybaras are not found. Howhever, unlike many people think, they can be found living in the eastern part of the region and also close to large rivers like the São Francisco.
