The symbol is called 'hash' and people use it to tag their posts on social media. hash+tag=hashtag

This is called a hashtag. Normal people see the wacky symbol next to a word and a new vocabulary (hashtag) and then only think that this weird new symbol is a hashtag, even though it's only half of one.
