The developers at Twitter decided that they would try and integrate some tech vocabulary into the masses (tags) and they needed a way for their parsers to differentiate these tags with a unified marker (the hash #)
Combined, a hash (#), and a tag (word) would bring an easy to understand subject for a tweet.
This is called a hashtag.
Normal people see the wacky symbol next to a word and a new vocabulary (hashtag) and then only think that this weird new symbol is a hashtag, even though it's only half of one.
