Lets say I want to build a new PC around May, spending around 1000 euros, should I get the Haswell processor when it comes out or it will cost like 400 euros? (I'm talking about the i5)

Only 10% better CPU performance than Ivy bridge.
They'll be using TIM instead of fluxless solder so temps will not improve.
The IGP is going to fall behind a super cheap AMD offerings, and people willing to spend that much money on a high end CPU are never going to use integrated graphics. Intel isn't going to have the driver support to ensure their graphics run properly in gaming situations either.
Intel seriously doesn't have an i5/i7 offering more attractive all around than the Sandy Bridge chips that have been out forever.

We don't know the prices but in theory it should fall in to a similar price range as the current CPUs.
Failing any massive problems we don't know about and massively high prices (like i said, can't see it happening) you will likely be better with Haswell.
Can't predict the future but chances are you will be buying Haswell.

Most of Haswell's development is behind souping up the GPU, and delivering a lower TDP for laptops and tablets. Desktop CPUs have almost stagnated (though this might OC like a bat outta hell) in lieu of the growing portable PC market. Just get a good IVB chip now, there's not much point in waiting. Besides, Haswell won't be out for, like, 6-8 months. There's no rush.

Except we don't know that. Haswell has not been benched yet and it's based on a new architecture.
We knew what to expect moving from Sandy to Ivy, or at least make an educated guess. However we don't know what to expect Haswell.

Again, we don't know the pricing so can't say. Considering that Intel don't cut the price of CPUs there really is no reason to assume that SB will be considerably cheaper.

Thanks for the replies guys. I have a possibly stupid question to ask but: what are the processors heavy things to do? I'm trying to figure out if I should get an i7 over i5. I'm not working with video editing/rendering and whatnot and neither streaming above 480p. The heaviest things I can think of is playing a game on high settings or watching a movie in 1080p (however I can do that even on my current rig).
